May 31^st, Huatai held 2023 safe production month mobilization meeting in Beijing and Anshan Offices. The meeting was chaired by Mr. Yang Zhiwei, director of EHS department, senior management, head persons of departments, project managers, construction managers, EHS department and safety management engineers from PMOs attended the meeting.

In the meeting, EHS department read the notice of “2023 National Safe Production Month Activity Plan” issued by State Council Work Safety Committee Office and Ministry of Emergency Management, and the arrangement for 2023 safe production month based on the notice. In response to the activity, EHS department also organized trainings for elevating safety sense and education of safety management knowledge.

Mr. Yu Xiao Meng, the representative of project managers shared his management experience of safety with the attendees: safety management requires sense of responsibility and sense of safety; safety management persons should be able to learn from other projects’ safety incidents; be fair, justice and consistent to the construction organizations on the site; strictly control each key point of safety management on the site by strictly comply with and execute the “Safe Production Management Red Line” issued by the company.

In the meeting, the attendees watched a video covering “8.11 High Pressure Pipeline Blast Incident in Dang Yang, Hubei Province”, sharing the lessons learned and studying prevention measures of incidents.

Mr. Dong Xinghong, deputy General Manager of Huatai, instructed that all departments should systematically arrange and seriously implement related activities regarding the safe production month. All the departments should use these activities as an opportunity to enhance safety education, form safe atmosphere, and enhance safety management work. The departments must enforce the implementation of responsibilities to achieve a phenomenon that everybody manages the safety together and build a safe environment for the company’s production. it is one of the goals, through the safe production month activity, that the employees should improve their rescue capability in various incidents, and elevate their safety sense of responsibility and safe operation skill so that the sense of safety can be maintained all the time.

Mr. Song Mingjiang, the deputy General Manager, pointed out that the safety management should particularly pay attention on the prevention measures that how to prevent group injury or group death from being happened. In each section of company’s operation, there are many potential risk sources that can cause group injury and group death, which requires a particular focus on the implementation of specialized construction plan such as operations in deep pits, high scaffold and heavy lifting works. The operations must comply with company’s operation procedures, which requires the construction plan should be ready and approved by the company first before being implemented by the site teams. In the site, the teams should continuously carry out the risk sources identification work, and understand that the risk sources identification should be carried out along the entire project cycle, and improved all the time. The company should try to eradicate the possibility of occurrence of production incidents by identifying the risk sources, achieving a long-term safe production goal of the company!

At last, Mr. Xu Lie, the President of the company, made his important remark that risk and danger are always in the company’s work, we must keep alert to them, ingrain safety into our mind and develop safety operation as our habit. From the video of incident, we learned that the site of business is highly similar to our company’s business, there were violations of safety management in each section regarding the engineering, procurement, construction and operation, which collectively caused this catastrophe. We must have a strong sense of responsibility, treating safety management work same as caring our own kids to eradicate the occurrence of production incidents. Safety is the root of our company’s survival, there is no meaning of existence for our company without safety, because it matters human lives! We must learn how to use the safe production month as an opportunity to propaganda and improve our safety management level. At the ending of the remarks, Mr. Xu announced that the 2023 safe production month is officially commenced.
